Scar's tattoos are his transmutation circles. With both arms tattooed what exactly could he do? Is he able to perform any type of alchemy without extra circles like the elric's? He didn't invent a whole new third branch of alchemy. Scar's brother was merely the first person (that we know of anyway) to realize those root similarities and combined both branches of alchemy in a way to draw out their unique strengths. Both Amestrian alchemy's and Xingese alkehestry's roots are in Xerxesian alchemy. Ones of these days I need to sit down and write about how Western alchemy and Chinese alchemy actually share a lot of similarities in their ideas and philosophies, and how Scar's (brother's) alchemy is not actually that groundbreaking, despite what Mei says in the show/manga.
